Education Beyond Borders: Empowering Over 1,600 Educational Cadres to Support Refugees Alongside Misr El-Kheir Foundation and the EU
Training and Consultation
Our objective was clear: to transform
schools and educational centers across Egypt into safe, inclusive environments
equipped with modern educational strategies to effectively receive and
support refugee and migrant students, ensuring equitable and sustainable
learning opportunities.
The Challenge: Critical Gaps Requiring
Immediate Intervention
Managing multicultural classrooms is not a
conventional task. Teachers face daily challenges that demand specialized
skills and adaptive approaches. Based on comprehensive field analysis, ICTC
designed its interventions to address three critical gaps:
- The need to establish a
robust safeguarding system
to prevent abuse and ensure child safety.
- Limited capacity in
managing cultural diversity
and addressing students’ psychosocial trauma.
- A digital gap hindering the implementation of blended
learning and modern teaching approaches.
Intervention Strategy: Seven Pathways Driving
Change
Over several months of intensive work (December
2025 – May 2026), ICTC went beyond delivering conventional workshops and
introduced a transformative shift in teaching and management methodologies
through seven specialized training tracks that produced tangible
classroom-level impact.
Digital Empowerment and Technology (450
Participants)
This was the most highly attended track,
successfully bridging the digital gap and equipping educators to
effectively lead blended learning platforms.
Safeguarding Policies (269 Participants)
The training extended beyond awareness, leading
to the activation of practical safeguarding mechanisms and the
establishment of clear reporting channels within educational centers to ensure
every child’s safety.
Psychosocial Support (115 Specialists)
Specialists were equipped with advanced tools
to implement trauma-informed interventions, a crucial step toward the
recovery and integration of refugee children.
Classroom Management and Peaceful Coexistence
(254 Participants)
Participants applied practical strategies to reduce
cultural bullying and foster safe, harmonious classroom environments.

Impact in Numbers: Efficient Implementation and
High-Quality Outcomes
ICTC successfully completed 96.5% of the
planned training schedule with strong operational efficiency, achieving the
following results:
- 1,667 educational and
administrative staff trained
(representing 79.4% of the total target, with remaining participants currently being completed) - 220 days of continuous
field-based training
- Proven Quality Indicators:
- Over 80% mastery rate
in post-training assessments
- 92% overall participant
satisfaction rate
Geographic Impact Footprint
ICTC operations covered four key
governorates with high refugee populations:
- Alexandria: 594 beneficiaries
- Giza: 481 beneficiaries
- Aswan: 312 beneficiaries
- Cairo: 280 beneficiaries
This geographic reach reflects ICTC’s strong
institutional capacity to mobilize and train educational personnel efficiently
in high-need environments.

Recommendations for Sustainability

Transform safeguarding training into a mandatory recurring protocol for all newly recruited educational staff. - Investing in Digital

Increase technical resource allocations to educational centers in response to the strong demand for digital development observed among teachers. - Expanding Awareness in

Implement targeted outreach campaigns to increase participation rates in alignment with the high refugee population density in the capital.
