Enhancing Governance and Structuring for Dual Education Service Providers in Egypt to Improve Quality and Efficiency

Technical and Vocational Training and Capacity Development Project

Recently, a new governance structure stipulating and governing the roles and responsibilities of the different stakeholders in the Dual Education System (MoETE, service providers, training companies, and students) and sets the standards and regulations of the in-company training has been developed and ratified by the ministerial decree 111 for the year 2021. The new governance structure includes the following:  Contract form between the MoETE and the service provider(s)– following the principle of eliminating the exclusivity of one service provider in the system – including the following annexes: Standard regulations (administrative and financial regulations) for the service providers (including criteria for admitting them into the system, the exact role they should play on central and regional levels, entry and exit mechanisms and conditions). Quadrilateral apprenticeship contract form stipulating the roles and responsibilities of the student/legal guardian, training company, service provider and the school during the duration of the 3 years. In addition to a template contract between the service providers and the training companies including standard regulations for the companies. In this context, TCTI project is seeking to contract organizational development consultant(s) to support the service providers to efficiently and effectively carry out their assigned roles and responsibilities on central and regional levels with an ultimate aim to improve the overall quality and capacity of the Egyptian Dual System. Mission Objective: o Improve the governance and the organizational structure of Dual System service providers and enhance their effectiveness and efficiency in carrying out their roles and responsibilities. Specific Objectives: o Studying the status quo, existing regulations and practices of service provider. o Development of a comprehensive organizational structure. o Providing the service providers with relevant technical assistance. Those objectives will be achieved via implementing 3 work packages designed to achieve the mission goal packages according to the steps and procedures mentioned in TOR. Technical Approaches and Methodology The tenderer will adopt various approaches for carrying out activities and obtaining the expected outputs according to the different aspects. Herewith are the most important approaches and methodological aspects: • Institutional and capacity assessment This approach will be followed via using the different assessment tools and focus group discussion sessions. • Participatory and adaptive interventions
